Director of Marine Operations

The Steamship Authority is seeking to fill the position of Director of Marine Operations who will be primarily responsible for the performance of all vessel operations and meeting all organizational goals relating to the delivery of safe and efficient transportation.

Duties and Responsibilities

*  Manage fast-paced day-to-day operations of the fleet.

*  Continuously identify and implement operational improvements.

*  Establish clear goals and objectives and direct the vessel management teams in their achievement.

*  Formulate vessel operational policies, procedures and standards to provide guidance to vessel crews through knowledge of all international and domestic regulatory requirements, application of marine safety quality management system programs and demonstrated project management skills.

*  Support development and implementation of vessel training programs.  Ensure fleet-wide compliance with training goals.

*  Maintain and continuously improve safety and environmental standards and procedures and ensure their full implementation throughout the fleet.

*  Investigate incidents, injuries, including near-misses, and develop corrective actions to ensure further prevention.

*  Manage fleet financial performance.

*  Routinely communicate with vessels during operations for planning, support and in response to emerging events.

*  Develop operating budgets for vessel operations and marine services.

*  Oversee audits of vessel SQMS performance and compliance by USCG and other regulatory bodies.

*  Recommend, develop and implement policies pertaining to marine personnel and vessel operations.

*  Manage a staff, comprised of multiple union and non-union members, and maintain effective communications.

*  Participate in public meetings, activities pertaining to vessel planning, and operations in support.

*  Other duties as assigned.

 Required Qualifications:

*  Minimum of five (5) years maritime leadership experience.

*  Possess, at a minimum, a U.S. Coast Guard license as Master or Chief Engineer or related experience.

*  Minimum of a Bachelor's Degree in Marine Transportation, Marine Engineering or related fields.

*  Superior leadership, communication and people management skills.

*  Strong problem solving and analytical skills, ability to design and analyze operational performance metrics.

*  Strong knowledge of marine operations and the maritime industry.

*  Knowledge and experience with high speed craft operations.

*  Strong knowledge of maritime regulations at federal and state levels.

*  Strong knowledge of Health, Safety, Quality and Environmental (HSQE) programs, including ISO/ISM and best practices.

Desired Qualifications:

*  Master's Degree in Business or Engineering Management.

*  Thorough working knowledge of vessels, marine operations and U.S. Coast Guard regulations as they apply to the various vessels.

*  Experience with passenger freight service in daily operations with tight schedules.

*  Experience in roles operating vessels, ferry systems, harbors / ports or other equivalent marine transportation systems.

*  Extensive experience with regulatory and safety requirements involved with the operations of running fleets of passenger vessels, nowledge of emergency responders protocols.

*  Familiarity with the Maritime Transportation Security Act of 2002 and the regulations promulgated thereunder.

*  A minimum of five (5) years of executive management experience in transportation, planning and operations.
